New Flame Retardant Standard for Non-Metallic Materials

Mandatory National Standard for Electric Bicycles “Safety Technical Specification for Electric Bicycles” (GB 17761-2024), the revised version has been officially released and implemented as of September 1, 2025, replacing the previous standard (GB17761-2018).

The new standard for the “Technical Specification for the Safety of Electric Bicycles” (GB 17761-2024) imposes stricter requirements on the flame retardant performance of non-metallic materials in the vehicle body. In addition to the electrical circuits and connected electrical components needing to meet UL94 V-0 as per the 2018 version, the new standard also specifies that the battery compartment must achieve UL94 V-0 level, while soft padding, textiles, leather, electrical circuit wires, and easily bendable thin samples must meet higher flame retardant grades. This change aims to enhance the safety of electric bicycles in extreme scenarios such as fires.

New Standard for Non-Metallic Materials/What are the specific requirements for fire resistance and flame retardancy?

6.4.1 Fire and flame retardant requirements

The non-metallic materials used in electric bicycles meet the following requirements for fire resistance and flame retardancy.

  • a) The combustion performance of non-metallic materials contained in all electrical circuits and their connected electrical components (such as charging circuits, electrical switches, short-circuit protection devices, power connectors, connectors, etc., except for wires) shall comply with the V-0 level requirements in GB/T5169.16.
  • b) Elastic cushion materials (such as foam materials filled in the seat) should meet the combustion characteristics requirements of Table 2 of GB38262-2019 for elastic cushion materials.
  • c) The ignition time of non-metallic textile materials (such as seat covers) should be ≤15s, the smoldering time should be ≤30s, the damage length should be ≤200mm, and the oxygen index should be ≥26.0%.
  • d) Leather non-metallic materials (such as seat covering leather, etc.) should meet the combustion characteristics requirements of leather materials (for seats) in Table 2 of GB382622019.
  • e) The combustion performance level of non-metallic materials (such as battery compartments) in direct contact with the battery pack should meet the requirements of V-0 level in GB/T5169.16.
  • f) All electrical circuit wires should have a vertical flame spread of ≤425 mm.
  • g) The combustion performance of other non-metallic materials (such as decorative components, mudguards, etc., but excluding tires) should meet the requirements of V-1 level in GB/T5169.16. For thin specimens that are prone to bending and specimens that curl up but do not ignite when exposed to fire, their combustion performance should meet the requirements of VTM-1 level in GB/T40302.
